FY16-17 Request for Project Pre-Proposals (RFP)

The USWBSI has changed the annual research plan and budget process for FY16-17, including major changes to the Request for Pre-Proposal (RFP).  The expectation is that these changes will lead to greater collaboration and communication, and more rapid attainment of the Initiative’s primary goal.

 

FY16 Research Categories (RC) FY16 Pre-Proposal Categories
  • Category 1:  Proposed Research Projects submitted to a Coordinated Projects (CP) - Barley, Durum, Hard Winter Wheat and VDHR Regional Nurseries
  • Category 2:  Proposed Research Projects submitted to a FHB Management Coordinated Project (MGMT-CP) - Integrated Management Studies (IM); and
  • Category 3:  Individual Research Area Project Pre-Proposals - MGMT, FST, GDER and PBG


Quickstart - How to Get Started?

STEP 1: Download the "Executive Summary/QuickStart, Preface and Introduction" and the "RC Program Desciptions and Research Priorities" and read carefully before proceeding to Step 2.
STEP 2: Decide whether your proposed research falls into:
  • Category 1:  Coordinated Projects - Commodity-based and VDHR Uniform Scab Nurseies;
  • Category 2:  MGMT Coordinated Project - Integrated Management Studies; or
  • Category 3:  Individual Research Areas (MGMT, FST, GDER and PBG)
STEP 3: Download the appropriate category's instructions and forms (separate downloads).  You may download the entire document, but it is long and contains information that you do not need if you are submitting a pre-proposal in only one category.

NOTE:  No matter what the focus of your proposed research, it should address the FY16-17 Research Priorities/Objectives which are derived from the goals of the Action Plan.  Principal Investigators (PIs) should study the information contained in the RFP carefully prior to completing their proposed research projects/pre-proposals.

PIs are welcome and encouraged to interact with any of the Coordinated Project/Research Area Contacts, or the USWBSI's Networking & Facilitation Office (NFO), to identify the appropriate area for their proposed work.

Submission of Pre-Proposals and Supporting Documents via the Electronic Pre-Proposal Submission (EPS) System

The instructions for completing pre-proposals for electronic submission are included in the FY16-17 RFP Application.  Please review the instructions before starting the Pre-Registration Process.

The electronic submission of pre-proopsals begins with the ´Pre-Registration Process´ that requires the completion of two web-based forms.  Information from these two form will be used to setup Pre-proposal and PI-based accounts.  Pre-registration begins on Monday, August 3, 2015 and must be completed no later than August 31, 2015.  The Electronic Pre-Proposal Submission (EPS) system will open on August 5.  Starting August 3, information needed for accessing the EPS System will be distributed to PIs within 48 business hours after completing the ´Pre-Registration Process´ (i.e. both steps).  The USWBSI does not require signatures by the Authorized Organizational Representatives (AORs) on pre-proposals, so only PIs and Co-PIs will be granted access to the EPS system.  All PIs and Co-PIs must complete Step 1. Only PIs must also complete Step 2.

  • Step 1 - User Registration Form:  https://scabusa.org/login/register.php Note: Creating a new user account in the EPS System is a multi-step process, which includes the approval of the new account by the NFO. Depending on the timing of when the new user account form is submitted (i.e. outside of normal business hours), it could take between 48-72 hours for the new account to be approved. Once the new account is approved, the user will receive an email with a link to set their password.

IMPORTANT DATES AND DEADLINES:
July 8th: Deadline for submission of Letter of Intent - Commodity-based, VDHR-Uniform Nursery, and MGMT IM-CP (Categories 1 and 2)
August 3rd: Pre-Registration Process begins.
August 5th: EPS System opens for submission of FY16-17 Pre-Proposals and Supporting Documents.
August 7th: CP Chairs respond to PIs regarding submitted LOIs (Categories 1 and 2)
August 14th: IM-CP Coordinator distributes protocols for IM-CP studies (Category 2)
August 31st: Pre-Registration Process ends.
September 11th: Category 1 and 2 - PIs submit e-version of Proposed Research Projects to CP Chair/Coordinator and the NFO.
Category 1 and 2 - PIs upload CV/Pubs List and CPS form to EPS System.
Category 3 - PIs submit Research Area Individual Pre-Proposal(s) and supporting documents via EPS System.
October 9th: NFO receives final Coordinated Project Pre-Proposals from Chairs/Coordinators (Categories 1 and 2).
